Block server does not sometimes restart archiver #1413

It seems that sometimes when you change configuration the archiver is not updated. This can be seem by looking the web page and seeing that the blocks there do not change, however the sql database does change.

Entered on 17/07/2016 at 13:15:35 BST (GMT+0100) by ISIS Computing Support: Having changed configuration the Bench_Rot and many other blocks are persistently not being recorded which breaks Mantid reduction. A full restart fixed the problem but it looks like there is a problem with changing configurations and block logging.

I think I know the cause (https://github.com/ISISComputingGroup/IBEX/issues/1413) and have a blockserver code fix, it’s a one-liner that could be applied to NDXLARMOR when it is next convenient to do restart

The pull request certainly covers these issues
