Define API for "lights out" instrument management

Define a (simple) API that completely describes operations which should be automated for the instrument control systems.

Notes:

1) A guidline to the sort of operations expected

Snapshot(NAME)
Restore(NAME)
Backup(NAME)
RestoreBackup(??,HardwareID)
Create new(NAME,Machine Settings File, Manifest_file, {TEMP, TEST, CRITICAL})
MoveMachine(NAME,HardwareID)
Update system (Manifest_file)"
Revert system(Manifest_file) 2) Scripting language not important here, just the operations and input/output params 3) Will provide a test suite to guide the development of the system deployment tools.
Criteria for completion
1. There is description of the API - short document.
2. There is an appendix showing how 5 or more existing manual scenarios could be accomplished with the API.
