Add additional motor IOCs to "in motion" #2301

This is to follopw the procedure described at https://github.com/ISISComputingGroup/ibex_developers_manual/wiki/Adding-motor-IOC-to-global-motor-moving-and-stop-all for any motor IOC not currently included.

Motors we need to include: BKHOFF, PI rotation stage, Conexagp. Do a quick scan for others too
