LabVIEW Galil -> EPICS parameter conversion #3024

It would be useful if this conversion could be done via a python script rather than a labview program, this would make the conversion process and defaults more obvious, give the option for two way back conversion/comparison (epics -> LabVIEW galil.ini) if necessary, and may also form part of a suite of lower level galil python setup tools #3023
