Motion Control: IBEX instrument on the cluster

As a member of the IDD motion control team, I'd like to be able to monitor and log data from instruments during a cycle, without interfering with scientists/users.

After chatting with @KathrynBaker I think a straight forward way to implement this would be to create an instrument server instance on the cluster for the motion team to use.

Requirements:

• Log PVs from a variety of instruments
• Instrument be kept up-to-date by IBEX team
• Access for all members of the IDD motion control team

Particular jobs with would have benefited from this:

• Testing of the ZOOM bump-strips in-vacuum
• Commissioning of the ZOOM collision detection

From talking to Ben Withers, it sounds like this would be very useful for the continuing fault-finding with the ZOOM bump-strips
