GUI: Add Release Notes to Helpful Links perspective #3613

Rob has asked us to add a link to the latest release notes to the "Helpful Links" in IBEX.

This means we should have a permanent "Latest" release notes page we can link to so we don't have to keep both the wiki and the link in the GUI up to date.

The page showed in the gui is just a web page. This should take 5 minutes. Who has access?
