mk3chopper: archive useful items #3618

It looks like the mk3chopper IOC does not archive anything to the instrument archive, the db files should be reviewed and relevant items added. Note that for frequency and phase an appropriate ADEL may be needed to avoid unnecessary oscillations, this should be autosaved if a "one size fits all" value is not appropriate.

This ticket arose from an issue on MAPS where archiving of the local/remote variable would have been useful for diagnosis
