Dataweb: Alert user when dashboard is not updating #4096

web dashboard is not updating on POLARIS, seems to be frozen with information from around 15:30. It would be useful if the web page had a last updated time on it so this was easier to spot this - maybe use the "instrument time" which is available from ibex as a PV?

The instrument time is visible on both the instrument dashboard in the IBEX GUI, and is visible on the web dashboard as well, closing as that information should provide an indication of a dashboard not updating.
