Web Dashboard: Create system tests #4609

As a user I would like to make sure that functionality of the web dashboard does not regress as it did in https://github.com/ISISComputingGroup/IBEX/issues/4484. As such there should be system tests that cover this behaviour. This should be possible by running a local JSON bourne instance as specified in https://github.com/ISISComputingGroup/ibex_developers_manual/wiki/Web-Dashboard#developmenttesting

@rerpha does the new webdashboard you've been working on have system tests? if not I'll update this ticket to apply to it, if it does I'll close it.

it doesn't yet but it should. We could probably do something clever with containers as it relies on PVWS which is availaible as a container
