web dashboard: monitor for stuck dashboards #4979

we should be able to monitor this to avoid #4978 - either checking the "instrument time" is updating (if that is available) or comparing the dashboard run start time with the DAE:STARTTIME PV

It could be - I had just been thinking of pulling the time from both the webpage and the instrument with a nagios check, but #3243 would certainly make it clearer to the user
