HIFI Cryomag: Add queued state machine

As an instrument scientist, I would like the CRYOSMS IOC to contain a queued state machine capable of performing certain actions dependant on current conditions, and queueing actions for later execution. A simple example would be a QSM which controls rampings states.

Acceptance criteria:

[ ] The CRYOSMS IOC contains a queued state machine capable of performing ramps.
[ ] Ramps can be started, paused, resumed and aborted
[ ] Tests are added in IOCUnitTest and google test to ensure that the ramps are executing correctly
[ ] Ensure the emulator is capable of processing the above ramp functions

Removing this from the board as it's more of an umbrella ticket

At the moment it is showing as an error in the checker is it has the sprint milestone but is not on the board. Should it not have a milestone then if it is an umbrella ticket and spans several sprints?
