Make output of start_ibex_server more user friendly

As an instrument scientist on SANDALS, I would like the output from start_ibex_server.bat to be a bit more user friendly.

The scientist on SANDALS had started running start_ibex_server but closed it when it gave lots of error messages of the form ...cannot stop process..., ...cannot find file... etc. I explained that these messages could be ignored, but more friendly user-facing messages would have avoided the support call.

Acceptance criteria:

Update manual to mention the kinds of messages that should be expected
As a user I can run the start/stop ibex server script without seeing "error" messages
