SCIMAG: Convert lab view vi to pure EPICs

As a developer it would be easier to support the 3D Scientific magnet if the driver was written in EPICs. It is easier because the code is similar to all other code and it has a full test suite. I also don't have to worry about upgrading the labview code when it becomes obsolete,

Acceptance Criteria

• SciMag works the same but uses EPICS
• Emmulator and tests written for it

At its base it is sending only simple serial commands.

Please note when looking at this that we should probably consider splitting this into multiple tickets – one of which would be the reverse engineering of the LabVIEW. Whilst a quick look tells me I probably wouldn’t need the 6 actual weeks of work the cryomagnet took me, it is not going to be quick work to do it properly and ensure we can explain all commands and behaviours well enough.

If whoever proposes this sees this message when they do so please ask a LabVIEW expert to look at the code and look for ways to split it so that we have chunks achievable in a sprint.
