Save Dashboard Configuration #54

As a scientist or instrument scientist I want to be able to save any configuration changes I make to an instrument dashboard, so that my changes remain in force until the next time I or someone else makes a change.

No longer relevant - the IBEX dashboard now implements this functionality (blocks, groups, configurations) . In effect, this ticket is superseded by others.
