Use runtests for python servers

As a developer I would like to be able to run all the server unit tests from the top directory using one command. https://github.com/ISISComputingGroup/IBEX/issues/5513 added the make runtests mechanism to do this for googletests. We should use the same mechanism for our server-side python unit tests rather than having to specify them all in jenkins_build.bat.

Acceptance Criteria

• Running make runtests from the top directory will run all python unit tests
• This mechanism is used by jenkins to run the tests
• The test results are still correctly published

Is this one of those tickets that didn't quite make it through review by the end of the "Friday" and then just got forgotten about? We should see that this is pushed through as the work seems to be already done.
