As an instrument scientist I would like the web dashboard to accurately reflect the status of my instrument.

When a run is beginning/ending the web dashboard appears very disconnected, this is probably due to the ISISICP restarting the archivers which the web dashboard depends on.

Acceptance criteria:

Web dashboard does not appear disconnected during run begin/end
