POLREF: Add characteristic motor values to refl config

As a POLREF scientist, I would like my relative parameters (within the collimation plane) to display their respective low-level motor axis values. To do this, they simply need to be added to all parameters with ChangeAxis.ANGLE or ChangeAxis.POSITION in the INTER config under /configurations/refl/ (see documentation for "characteristic value" here). The motor axis given for the CV should be the same as given to the IocDriver for the same ChangeAxis on a given component.

Talked to POLREF, it seems they have changed their mind on wanting this. When we first discussed adding this new functionality for INTER, POLREF said seeing the low motor values might be useful for them for diagnostics purposes too, but I think they have sufficient trust in the system now that they favour just hiding this complexity behind the high level parameters and having less clutter on screen. Closing this task.
