EPICS base upgrade #6611

As a developer I would like to use the latest version of epics base, and have easy ways to upgrade and run pre-release versions for testing on windows for the EPICS community. The proposal is as follows:

archive current EPICS-base
create a fork of the official epics-base repository
create a main branch based on 7.0 release, the official repository has release branches like 7.0 and doesn't have a master/main branch
update top level EPICS to use new repository and main branch

Questions:

though epics base doesn't have master/main, other repositories we fork may. Should we have a convention to use an ibex branch for local changes that is our default, meaning that origin/main and upstream/main are in sync ?
when we upgrade, what should we do about existing local changes. Should we rebase them on top of the new version, or stay with merging?

There is an issue with the latest epics base that affects us, it was also present in the previous version that we were not yet using, so i'm guessing it did not affect other people. We need to wait for a patch.

@FreddieAkeroyd Can we move this out of impeded for now and just bring it back in later when we have said patch?
