ILM200: Add system test for USE_ISOBUS and convert to new IOC format #6804

As a developer I would like to add a system test to check that the USE_ISOBUS macro works correctly. This would also be a good opportunity to move the emulator + tests to the support dir to match the new format as part of https://github.com/ISISComputingGroup/IBEX/issues/6556

Acceptance Criteria

What is the acceptance criteria?

[ ] ILM structure follows the new format in #6556 and still maintains history of emulator etc
[ ] A system test is added for the USE_ISOBUS macro as a bug was discovered when testing on WISH (https://github.com/ISISComputingGroup/EPICS-ioc/pull/638)
