FINS: allow connection timeout to be configurable #7394

As a user i would like to be able to configure the FINS plc connection timeout

Acceptance Criteria

How to Test

Check emulator and test run as before - timeout has no meaning for emulator

May resolved an issue sometimes seen on LARMOR

Have added a task to deploy this to LARMOR, feel free to remove if this is already done / isn't needed.
