PEARL: display whether DISP is set on things in banner.xml #8212

follows on from #8031 and #8213

As a PEARL user I would like to be told if I can't set pressure etc. on the pressure controller because of the conditions that set DISP. Currently these are (on NDXPEARL, but not PEARL_SETUP)

manager mode is ON
DAE runstate is SETUP

Acceptance criteria

[ ] banner.xml is changed to show whether this is the case or not
