As a user of PEARL and PEARL_SETUP i would like to be able to change pearl pressure controller settings regardless of manager mode/runstate on NDXPEARL_SETUP but still have the behaviour implemented in #8031 for NDXPEARL. This should really be made configurable through a config.xml macro.
Acceptance criteria
[ ] DISP is only set when dae is not SETUP - no need to care about manager mode as it should be GUI only
[ ] add config.xml macro (yes/no) to actually disable DISP setting or not - PEARLSETUP do not want to use DISP
