As someone supporting IBEX I want to be able to use an STPS350 without using the LabVIEW VIs

Acceptance Criteria

[ ] IOC/OPI/Tests etc. are created for this new device

Extra Information

The device is currently listed in IOCs but uses an unnecessary LabVIEW VI, it should be straightforward
