PEARL: show camera view in pearl alignment OPI #8246

As a PEARL instrument scientist I would like to be able to see the camera while tweaking/jogging the motor via the "pearl alignment" device screen.

Currnetly the WEBCAM device screen works with the PEARLCAM IOC but we might be able to copy the array view and the start acquiring buttons to the pearl one and hardcode PEARLCAM in there.

Acceptance criteria

this is handled by synoptic layouts so no longer needed really.
