As a user, I would like for a compliance current and compliance voltage setpoint to be added to the Keithley 2400 series IOC and OPI. Compliance Current/Voltage is the maximum current/voltage that a source will go to in order to in order to provide a setpoint of voltage or current.
The commands to set compliance current & voltage already exist in the protocol file, so all that is required is adding the records to the database file, and adding outputs and setpoints to the OPI, on the "Source Mode" screen.

What is the acceptance criteria?
[ ] Compliance current and compliance voltage records are added to Keithley 2400 .vdb file (probably need setpoint, value, and readback value record for both)
[ ] Keithley 2400 OPI is updated on the "Source Mode" screen to include a box for the compliance current and compliance voltage.
[ ] Contact Steve P - USG for actual safety compliance requirements to make sure IBEX passes

Why it is needed?
Recently the Keithley 2400 IOC was putting the device into alarm, because of the lack of PVs for these protocol commands and their functionality.
