As a PEARL IS i want to have a crosshair that can't be moved across the center of the camera's image.

This should be possible with https://cars9.uchicago.edu/software/epics/NDPluginOverlay.html but we may need to add a calc to get the center of the image? not sure.

currently you can do an ROI crosshair but this can be moved.

acceptance criteria

[ ] by a macro(?) the GENICAM IOC shows a crosshair in the center of the image (not just the ROI) that cannot be moved

Following discussion with C Bull: This is still a (nice to have) requirement for PEARL. They want to set the position of the crosshair ~once a cycle and otherwise want it to be harder to move - it is easy to accidentally move it and they would like to reduce the instances of this happening.

consider limiting ability to move the crosshair to being in manager mode. PS this tickte says genicam, but its a bit like FINS in that we do loads of custom db sets etc for application specifics. we can just do that for the pearl camera that gets loaded in here and change the db load for area detector overlay if that's what's needed. maybe we need to load in a db that forwards manager mode to the visibility of the trace.
