restore motor positions script: improvements #8389

I would like the restore motor positions script to be easier for everyone to use and be clearer about required and optional arguments.

it should also be clever about guessing the hostname as this currently causes an issue with mysql as the hostname is blank by default

acceptance criteria

[ ] script gets current hostname by default
[ ] script is clearer about options that are required or optional
[ ] script prompts to clear the given controllers galil power check message
