Should we use the CC0 license? #5

We currently use the CC-BY license, which requires attribution. There's some contention about how enforcable it is for scientific data. The alternative would be the CC0 license, which has no attribution requirement.

From the 2022 review, there's still no clarity on the applicability of CC-BY to scientific data. This issue will probably be open for a while.

Closing until the community reaches some consensus on this - in the meantime, we won't make any changes. If other facilities start to use CC0, we could reconsider this but archiving for now.
