Show database status in the Ilias plugin information

Desired behavior: The Ilias plugin administration shows the status of the backend database installation .

Achieved so far:

• the data base management is handled by the updatedb.php script of the TLA Mobler Cards plugin.

TODO

• Need to verify if the update script indicates an error if the scripts are not able to create or modify the database structures. Test procedure:
• remove the TLAMoblerCards database tables.
• create a special DB user for ilias installation, that has no rights to install, update or delete database tables for the ILIAS database (e.g. by using php myadmin)
• User tries to install/activate the plugin OR update the database.

The plugin information page should show that the database is not installed even after the database update. If this is not visible, then we need to create a small UI widget that shows that the database has not been installed.
