Identifying People and Organizations #29

Identifiers spread throughout ISO 19115 and 19115-1 provide important hooks to other systems and supports the general best practice "identify early and identify often". DataCite (https://www.datacite.org) has recently published a metadata recommendation that includes identifiers for people/organizations. This idea is being implemented internationally in systems like ORCID (http://orcid.org) and is clearly important for clear and unambiguous identification of people (and organizations?).

I propose that we add a role identifier 0..* : MD_Identifier to the CI_Party class to accommodate this proposal.

That makes sense to me, and looks like the right place to insert it. The way things stand currently, you'd have to put an xlink:href with the URI on CI_Party, or do the Anchor substitution for CharacterString on the individual or organization name.

@tedhabermann to be clear you want to add an extension to CI_Party in 19115-2 to provide for this identifier i.e. create a CE_Party adding a new attribute "roleIdentifier"? from looking at the links you provided it seems to be an identifier for an individual or organization or a researcher and their activities. (to distinguish JJCool researching worm castings from JJCool studying solar flares). I think the use of roleIdentifier would confuse people with the role in CI_Responsibility. How about partyIdentifier 0..* :MD_Identifier ?

I think this is a great idea, too; And agree with Dave's suggestion to name it something like partyIdentifier 0..* :MD_Identifier, under CI_Responsibility/CI_Party

This is a small change... not sure we need a new class (CE_Party)... Just add a new role to CI_Party... This class is used a lot, changing it could be a problem...
