Missing XSD prefix declaration in ontology #1

They are a number of ontologies that are unable to parse due to the fact that the XSD prefix is not declared in the ontology files. Example. https://github.com/ISO-TC211/GOM/blob/master/isotc211_GOM_harmonizedOntology/19115-1/2014/codes/CI_RoleCode.ttl

Thanks for the issue. However, these ontologies were not provided by ISO/TC 211/GOM and I believe that they will be taken care by the contributor.
