Justification: Proposals from the stage zero project on land use and land cover

Proposal: • Revise ISO 19144-2 based on comments received • New ISO 19144-3: Land Use Meta Language • New ISO 19144-4: To follow ISO 19144-2 revision. Register that is more generic (LC and LU and other 19144-type themes) • One NWIP for two deliverables, state this clearly in the scope.
