operation foeLocate and bearting are wrong #234

Justification: (19107:2019)

In Fig. 5, operation foeLocate and bearting of class GeometricCoordinateSystem are wrong, based on 6.2.8.12 and 6.2.8.13, respectively. Proposal: Change foeLocate -> geoLocate, and bearting ->bearing.
