ISO/FDIS 19131 was produced by WG9 and has been pending with ISO for over a year. It still includes the definition worded this way.
The "reorganisation" suggested over a year ago included moving it to WG1.

@i2vana TMG has submitted comments for 19131 during the FDIS2 ballot; please see the updated status to #425. the decision taken by TMG during FDIS2 will likely have a minor impact on terminology in19157-1. TMG will watch for this when the time comes to review 19157-1 during FDIS.
During ISO/CD 19157-1 ballot we received a following comment on a definition of 'data product specification' adopted from ISO/FDIS 19131
"Accepting that this definition originates from another source standard, there are still some problems with the definition. When reading the definition, the definition starts with the term the definition should define. This means that the definition of “data product specification” starts in the following manner: “specification of a data product”. So the definition are almost self-referencing."
