Unresolved terminology issues in ISO/PRF 19131:202x #425

The attached comments (2021-04-26) are for the 19131 FDIS. There was a mistake by TMG in understanding the schedule and the comments were not submitted before the document was sent to ISO/CS for publication. However, the document has been (and still is at the time of this issue creation) being held for publication due to another issue. TMG was told the submission of the comments was too late in the proof stage to make editorial revisions (shown below) so the document remains uncorrected. Some of the comments are significant and if, for other reasons, an amendment is proposed, TMG strongly recommends these terminology issues should be addressed.

term-no| term | cmnt-type| comment | TMG recommendation | -- | -- | -- | -- | -- | 3.5 | conformance quality level | Ed | while TMG prefers that cross-refences are not added to terminology entries, and additionally, ISO/IEC directives do not require cross-references in terminology entries, this document has added them, so the following comment is provided; the cross-reference for "dataset" is missing in this definition | add the cross-reference for "dataset"; confirm the term number used; |   3.7 | data capture | Ed | the definition has been changed since the DIS; currently no other ISO/TC 211 standards use this term; the source reference is probably not formatted correctly; consult the ISO/OBP for a more suitable definition; (possibly  data capture deliberate action that results in the registration of a record into a record keeping system ISO 18530:2021(en), 3.3) | confirm if the change is required; consider other options from the ISO/OBP; confirm the source reference with ISO/CS. |   3.8 | data product | Ed | the definition has been changed since the DIS; ISO 19126 also uses this term | confirm if the change is required; TMG will accept the decision of the PT regarding this comment |   3.9 | data product specification | Ed | the definition has been changed since the DIS; ISO 19126 and ISO 19157 also use this term; the proposed definition in the FDIS is circular which is not allowed; | replace the proposed definition with the original definition from the DIS; |   3.10 | data production | Ed | the definition has been changed since the DIS; currently no other ISO/TC 211 standards use this term; | confirm if the change is required; TMG will accept the decision of the PT regarding this comment |   3.20 | portrayal | Ed | this document incorrectly revises the definition for portrayal (ISO 19117:2012, 4.20) by stating that only Note 1 to entry was deleted. this definition is used by two ISO/TC 211 standards (defined by 19117:2012 and used in 19128:2005, and ISO 19131:2007) | replace the proposed definition with the original definition from ISO 19117:2012, 4.20 with any modification to the Notes to entry as needed; |   3.22 | specification | Ed | the proposed definition differs from ISO 19105 DIS; presently only ISO 19105 and ISO 19131 Rev. the term was no present in ISO 19131:2007 from ISO 19105 DIS specification document containing requirements and abstract test cases for those requirements Note 1 to entry: A specification may also contain recommendations and permissions. Note 2 to entry: ISO Directives Part 2, 3.3 provides definitions of recommendation and permission. | while the TMG understands that the definition from ISO 19105 was not in a "final state" at the time ISO 19131 revision was finished, discuss if the deviation from ISO 19105 is warranted or not; TMG recommends harmonization of this entry between ISO 19105 and ISO 19131; determine the current status of ISO 19105 document for any changes introduced by ISO CS |   3.23 | specification scope |   | the definition has been changed since the DIS; currently no other ISO/TC 211 standards use this term; | confirm if the change is required; TMG will accept the decision of the PT regarding this comment |

20220923: the document moved to FDIS2 (my notation) and during that ballot (ending on Sept 26, 2022) TMG submitted comments (20220923) on a few entries; depending on the actions of the PT/Ed after the FDIS2 ballot, this issue will be revised or closed;

TMG evaluated the definitions again for "data product" and "data product specification" and based on the structure of the entries and that 19131 is the authoritative source for those entries TMG has accepted the revised definitions for both terms. no comments on those terms were submitted at FDIS2. prior to 19131 going to FDIS2, 19168 was published in 2021, unfortunately using definitions from 19131:2007;
