Change citation to [0..1]??? Change sponsor to CI_Responsibility Add otherProperty, otherPropertyType

sponsor was already changed as part of 19115-3. Added otherProperty and otherPropertyType history role was added

The citation role was originally 0..*. The new document shows it as 0..1. I am not sure there is a good reason to limit the number of citations to 1. This seems like a typo.
