ISO19111 is not used, remove from standards.iso.org #66

Clemens and others were critical of the 19111 implementation that duplicates gml; in the current 19115-3 build the reference to the rce namespace in 19111 has been changed to use the gmw abstract coordinate system from 19139. We can remove the 19111 implementation because it is redundant here. @tedhabermann what do you think?
