Tobias - it has been awhile since I looked at the coddles situation. In the past, all code lists have been aggregated into a single file. This issue sounds like you are expecting separate files for each codeList. Is that correct?
We have some of the missing ones here https://github.com/geonetwork/schema-plugins/commit/46d6d266269f93d5b8f2b3938ad69b0de20d2419 (using 2014-07 version) that we could maybe be update and add here if needed ?
Hi Ted, I am good either way, but the resources directory has them separated with the exception of what looks to be an older gmxCodelists file.
If they are to separated, then this should be done consistently and for all codelists.
If they are to be retained within a single file, then the resources directory should be cleaned up.
In either case, we should have a sample XML file containing examples of how the entries should be properly referenced.

Thanks François, That should be fine, but we need to ensure that we end up with a canonical version of each of the lists which accompany the standard, including the internal gml:id references.
