Issue #51 implements the 19111:2019 modelling of Usage, where a usage is a pairing of Scope and Extent. Issue #49 implements Extent as an item class. Consideration should be given to also make Scope an item class. However it should be noted that most if not all of the scopes entered into the ISO registry to date have been "Spatial Referencing". If this is the only scope to be documented in the ISO registry, then this issue is irrelevant. If it is agreed to make Scipe an item class, doing so will influence #51 interface to Scope.
