When the RM or CB returns proposals to the submitter, the RM's or CB's comments in the return-to-submitter confirmation as to why the proposal was returned are not provided to the submitter. Same for proposals rejected by the CB. The software should at least provide an email notification to the submitter that the proposal was retuned or rejected with the RM's or CB's comments.
