HGH chunk sizes changes from time=5 to time=1 in 2016 and 2017 #2

The change of chunk sizes makes it no possible to combine the dataset in one reference dataset (assuming the datasets are compressed). See e.g. https://github.com/fsspec/kerchunk/issues/447 as an example.
