Markdown of Proposal.md isn't correct #6

The Proposal.md file formatting is incorrect, and should be fixed to match the Google Doc it came from more closely. In particular the directory structure hierarchy was destroyed. @h4ck3rm1k3 : Please fix.

ok, will look. We have had a big move last week and am now in NJ with a new job, have been offline.
