Adds vector2polygon.pro #49

This function computes the convex hull, a polygon, that encloses all input points.

@steinhh @tfredvik We haven't really discussed this issue, and I guess there is no need (yet?) for this function, but it is ready and tested. So maybe we can merge into develop...?
