"admin_level 9" a selection option #119

Havana, Cuba has one of the levels as "admin_level 9", should be changed to something else.

A known issue, not just in Cuba. There are a handful of places around the world with _admin_level_s that we didn't find names for. Planning to update and fix, but wasn't top priority and didn't make it into first release
