The reason why this isn't more controlled is that I wanted to allow the generation of other documents that don't need volumes or even chapters, and thus never implemented any checks of the kind.

However, our HTML generator can't really handle these much simpler documents, and achieving this level of flexibility will take some time.

So...

This version of manu will soon enforce proper structure that starts with volumes. But manu 3 will most likely support simpler documents (while still checking for unreasonable jumps in the structure), like we wanted since the beginning.
