This issue aims at finding a common denominator regarding scope and objectives for ITHIM-R.

a mapping out against other models maybe a helpful exercise to specify scope (HEAT, ISTHAT, LEAP-IBC, etc.)
systematically identify attributes by which to distinguish (user types, data reqs, sophistication.etc. check James' UHI slides
another way to think about it: if user follows a decision tree in selecting a HIA model, why would they end up choosin ITHIM
