Azure Ad b2c Updates

Update the b2c integration so that:

• We identify which tenants users have signed in to.
• We return the correct roles for the selected tenant.
• We can return global admin roles for RPG Group Access.

Proposed system:

Build SPMS API for b2c to hit during sign in, query database for associated roles. Return those roles as part of ticket.
