Move tooling to ci-service-integration-library #114 #3

Building services with the cookiecutter is currently broken (it gives this error):

/home/scu/.venv/bin/python3: can't open file '/home/scu/.venv/bin/ooil': [Errno 13] Permission denied

@GitHK says that we shouldn't use itisfoundation/service-integration, but ci-service-integration-library. So the cookiecutter needs to be updated (and used as in jupyter-math)

Cookiecutter Jupyter already uses itisfoundation/ci-service-integration-library:v1.0.4
