Is this something we actually use? If yes, is 1.0.0 correct?

Yes we use it. It is an API version but should not change a lot and is defined in https://github.com/ITISFoundation/osparc-simcore/blob/31ac97ff2d3ec1d9e9a9a3ffb295560a33d4f284/packages/models-library/src/models_library/services.py#L50

If at some point we change again the API, then the cookiecutter template for metadata.yml should be updated
