What do these changes do?

Adds more makefile help comments
Adds helmfile-sync makefile target
Adds potential extra points to README.md
Adds (purely for conveniance) k8s makefile targets up & leave
Adds reflector to copy secrets between makefiles automatically
Changes: Use env-var K8S_MONITORING_FQDN in favor of k8s.monitoring.{{ requiredEnv "MACHINE_FQDN" }}
